Gull Wing unable to achieve heel fillet by design

If we have a PWB Design with incorrect pad spacing and need to solder gull wing package which will be unable to achieve a heel fillet, is it better to clip gull wing leads and attach jumper to achieve a heel fillet or is a solid jumper attached to lead and running parallel, to achieve better surface coverage, better? Wondering if the lead clipping is more of a stress impact to the component. Is there any definition of this condition in the J-STD/610/7711/7721?
